sounds like you know the car pretty well.

1) put the shifter in 1 and crank the ignition switch listening with your right ear towards the rear of the car to hear the fuel pump whirring as long as you keep the ignition switch in the
cranking position.(but obviously the pump must be pumping because you have 35psi at the Fuel Regulator).

2) check the Cold Start Injector, (CSI), it will stop the engine from starting. Best Test is to remove it and with someone cranking the engine, see if fuel jets out as you hold the CSI away from the face. (warning: the gasket will tear when you pull the CSI from its seat, better have a spare in advance of this test).

does not seem to be fuel-related then. If the injectors are clicking then the diode pack is good.

Then it looks like ignition or sensors.The ignition AMP is suspect. It is a GM part which can be found at NAPA. Check the wire connections at the AMP. Check the coil-to-cap HT cable. Check the wire connections at the coil.
