How is the camber and caster adjusted on a SIII front end? The toe is in spec. but caster and camber are still out. I am assuming the shims have something to do with caster.

Caster is adjusted at the upper ball joint. The ball joint has shims on either side, six in all. Moving them to the forward position or the aft position changes the caster.

Camber is adjusted at the bolts which hold the upper control arm shaft in place. There are shims behind the bolts. Adding/removing shims moves the upper arm inwards or outwards to change camber

Could that cause the car to kind of wobble. It does it under 20 mph and then starts again around 40 mph, its hardly noticeable in between. I'm thinking either the ball joints or tie rod ends are responsible but could different cambers around the car do that?

A wobble more often suggests something loose (wheel bearings, worn tie rods, etc) or something out-of-round (bent wheel, damaged tire, and the like)
