Define "restoration" :-)
If you're gonna do a true resto is hardly matter what condition everything is in because everything is gonna be replaced, rebuilt, refinished, etc.
I'll assume you mean a partial restoration to make the car road worthy and presentable.
Rust is the first thing to look out for. Very expensive to repair, as are any of the cosmetics: leather, chrome, paint, etc. Many many thousands of dollars.
Does it run? If so, how does it sound and drive? Has the car been sitting usued for a long time? if so, that complicates matters.
If it won't run then you're taking a big gamble.
There a buyers guide at the top of this section which outlines some basics.
What's your budget? For $3000-$5000 you can get a more-than-decent, nice looking 80s-90s XJ6. if the car you're considering needs much work you could very easily spend that much or more

$1300 for any used car that runs and drives well is pretty cheap money these days :-)
I say "buy it" !
I can all but promise that a 40 y/o Jag is gonna need some work but for $1300 you can't go too far wrong.
Just make sure the "barely any rust" really IS barely any rust.
