Now in simple terms and given its awkward position how does one put this back together


correctly....?

Yes, it IS awkward!
I found it best to set the top properly first, and then set the screws wherever the holes in the bottom fall.
You might need to drill new holes, for example if you put in a new floor pan.

Is that thing hinged or is it tied to sheet metal and bends the metal back and forth ?

The plastic pedal is hinged at the bottom and screws to the floor with two screw. The top bracket thingy slides along the accelerator lever to keep the plastic centered and in place.
I can see the pic now...
