#1 secures the caliper and half the pipe bracket
#2 secures the upper steering arm, the other half of pipe bracket and top of disc shield.
#3 secures the lower steering arm and the bottom of the caliper.
I did one side at a time just so I could refer to the intact side when I couldn't figure something out. The front caliper/pipe bracket/disc shield kept me going back and forth for about half an hour, short term memory is not so good.
Don't forget the possible shim washer that was probably on bolt #3 between the steering arm and caliper.

Elinor's picture is accurate, but you described the bolt #/use a little off.
#1 secures the caliper and half the pipe bracket

Ah ha! The penny drops! The steering arm goes on at an angle (partially transverse) not vertical.
