front vents not working

A little more information is needed: first, are you referring to the face-level vents at the left and right side of the dash? If so, have you turned the thumbwheel under the louvre?
If you are referring to the centre dash vent, this does not open at all unless the climate control system is calling for refrigerated air.
and if the climate control is OFF (right hand knob) then you will get NO AIR from any vent.
So, more details are needed before you can get a correct answer!

I obviously did not make myself clear. You will ONLY get air out of the dash vents if the climate control is ON. It does not matter whether the compressor is in fact in operating condition - your is not - but the system must be ON to have the side vents open (because having the system ON and set to 70+ (not 65) will trigger the fresh air flap to open. At 65 the fresh air flap is closed. The centre vent, however will not work unless refrigerated air is provided (I am not absolutely certain of this last point as I have never had a car in which the compressor did not work).

RIGHT! failure to properly identify the car in question (the questioner gave NO information about his car) led to an answer that did not apply. The system used in the Series IV ("xj40") XJ is entirely different. It should be noted here, however, that the 1987 to 1992 Series III XJ V12 cars had a computerised variant of the earlier Delanaire system - much better. Here too, identifying the model and model year will elicit a correct response. We are back to the old "garbage in, garbage out" idea.
