Horn not working
You're likely hearing the horn relay click, which is a good sign. Everything is ok with the horn button side of things
I'd begin by bypassing the relay.
I don't have older wiring diagrams to verify but the power wire to the horns is probably purple/yellow. So remove the purple/yellow wire from the horn relay and apply 12 "+" to it.
If the horns blow the the relay is faulty or the relay is not getting 12 "+", possibly due to a blown fuse
If the horns do not blow then you have dead horns, or the horns are not grounded, or a wiring break between the relay and the horns.
Dirty connections are always a possibility as well so don't buy any new parts before cleaning all relevant connections
Cheers

I cleaned up the earth, no change. I decided to replace the steering wheel with a nice xjs wheel ive got...no change...then a friend stuck his hand near the relay pushed a couple of the wires and it works. Cleaning all connections is a very good first step, but that old series 2 wheel is so stiff to operate, the xjs wheel both covered in leather and the horn pad very progressive. Thanks to all those who have helped me with this issue

Well I was driving along just brushed the horn centre pad, the horn went on....and stayed on. Managed to get it off again maybe due to turning the wheel as I pulled over, got some petrol started car horn blaring again...had to get out, rip the wires out going to the horn. Lets see with the "new" steering wheell i used longer screws to hold the horn pad to the wheel..they could be shorting the horn pad to the steering wheel....
Yes well pulled it all apart again re installed and seems ok now. Used some shorter screws to hold the horn pad on....just in case. In the process found a blown fuse 35 amp for interior lights....thats fixed. Map light as well. Boot light no globe, replaced that, only operates when parkers are on. I like it when i fix something electrical as im always suprised...
