Default Intermittent crank but no start after rain.

hi all, ive been having a strange problem with my 86 xj for some time now, everytime i think ive found the culprit the issue arises again a few months or weeks later...
the issue ive been having is crank but no start this tends to happen the day after it rains (note: it usually starts in the rain but not afterwards)
So far ive replaced the ignition coil, spark plugs, fuel injector lines, fuel pressure regulator and added the capacitor mod to the AFM the problem has seemingly been resolved almost instantly after replacing each of these parts.
as for what ive checked, ive tried joses method of using a spray bottle while the car is working to spray the spark plugs, ignition coil and distributor all of which had no effect on the running car.
the fuel filter is unclogged and the fuel ive taken out seemingly has no water in it although i have my doubts.

my current best guess is water is making its way into the fuel tanks during rain due to old fuel tank filler spout gaskets. the main reson i suspect this largely has to do with the most recent time this issue occured (today)
it rained the night before i went to go run some errands, car started up great very smooth idle as usual no trembling or roughness, the car started on its LEFT tank that had about hald a tank of gas in it. i went to fill up my RIGHT tank (which was empty) parked filled up went to start and nothing jsut cranking. it would have a very rough idle and would be able to move a bit when giving it some starter fluid but the moment you stopped giving it a steady supply the car would die. ontop of this when the car started with the starter fluid any attempt to give it more gas resulted in absolutely nothing the rpm would not increase at all.

any ideas as to where to start looking? at the moment the car has been in its most reliable state all suspension fixed and major engine issues solved, once this problem is gone i will hopefully have a (semi) reliable jag.

Your post was unclear (for me anyway) but does this happen only when on one tank or both tanks?
