It may not be strictly necessary but I'd want to play it safe by removing the spark plugs and squirting some oil into each cylinder. Let it sit a day or two and turn the engine one revolution by hand, repeat a couple times. After waiting 3-4 days I'd change the oil, pre-fill and intall new filter, and then spin the engine on the starter (plugs still out) until the oil gauge showed some pressure. At the point I'd reinstall the plugs and see if she'll fire.

During the waiting period I'd drain the old fuel and replace it with fresh. Be prepared for the possibility the the insides of the tanks are rusty....the appearance of the fuel will be a clue. The tank drains are inside the plastic caps in the panels below each bumper. You'll have to break them away to access the drains...or removed the panels entirely...which is a bit of a job.

If you have rusty tanks there are several approaches to take but we can cross that bridge later

Turning over by hand means putting a big socket on the bolt securing the crank pulley and carefully turning the engine over using a long socket wrench. I would be very cautious about trying to start after such a long layoff. For a start the valve guides will have no lubrication left after all those years, and a valve could stick and be clouted by a piston and get bent, after which it's a head-off job. In fact, I would take the head off now and check it all out. The long head studs are likely to be corroded and near to failure as well, (I assume the coolant had been drained off).

Of course it's only a $200 car, so it depends what you want out of it. You can end up spending an absolute fortune on these Series 3 cars; I know, I spent one !!
