Default Rear valance series 1

This should be an easy one.

Is the rear valance supposed to be removable? On my car it appears to have been poorly welded on by a PO.

My valance needs to be changed too. Anyone have an indication of what the valance costs? I was thinking of cutting the valance under the bumper, making 2 holes in a metal plate and weld that in.

Mine is rusty all over. It even started to rust where it meets the panel for the spare wheel. Lots of filler here and there... (The valance, the car itself is in great shape)
