I think you need a thin tool like the blade in a swiss army knife to open the cover (where you can see the lines on each side of KANGOL).
then you lift the cover and you can see a 9/16" bolt.

yes, the cover is very delicate, it opens like a door in reverse but it stays on the plastic housing, only one side releases from the housing, either the front or the rear. Use a thin blade to find the side that unsnaps.
The bolt should be at the rear but it looks like those belts were adapted to the car at a later time, so who knows.
