Also, JJJ a suggestion via Grant:
The third brake light, is this attached to the trunk lid? If so, it is not uncommon for the live feed to fail where it runs round the hinge to the light. If it were shorting out at this point removing the bulb would not help as it is failing pre-bulb.
If this is so, follow the live wire back to a connector and unplug it and test again.
Also do this with the other two light clusters if bulb removal shows nothing. It is possible a short has happened in the light unit itself pre-bulb.
Also don't worry about the bulb failure modules. That won't be your problem. They use a live feed and won't be the cause of the fuse blowing, if the wires are intact. Because of how they work, if your fuse is gone, they won't work anyway, so you'll not see a warning light either.

EDIT: So let me give right credit. I disconnected the 3rd light and the problem stopped. I looked at the plug, looked fine, I removed the lens off the third light (and silly me) looked fine, I looked a little closer and saw what's in the photo. It's the little things.
But isolation of various bits and pieces was the ticket - so thank y'all for that!!! Thank you The PLUGs on the 3rd brake light. Melted. Shorted.
