my high pressure hose is leaking, so I bought a new one.....how the hell does it go in??

I cannot even see the other side of it.
The only thing I have figured is to drop the rack for extra clearance, but the 3rd bolt is so high up, in such a tight spot. I can barely get on it, better yet put any kind of torque on it to loosen it.

How do I change this line out?

it is literally the only thing keeping me from going to emissions and getting a tag for my new car
