My brake booster makes an intermittent buzzing noise that almost sounds like a relay. I only notice this when the power is on without the engine running.

Is this normal?

That's perfectly normal. It's not a "brake booster on your vehicle. It's a very intricate ABS brake system. It's really worth reading that section in the Service Manual to really understand how it works.
