Does my 84 have 1 of these, they evidently fit on the vac pipe b4 the ecu

I'm not aware of any that didn't have it. So in answer to your question I'd say "yes"

They are a real nuisance. My car ran far worse with it in the vac line. I say forget it.

There are some on eBay at the moment for £5 including postage but I know my boot area inside out and I have never seen this, all I have is a vacuum steel pipe with a flexible to the ECU, or is it under the floor?

It goes into the flexible just before the ECU. My car did not have one from the factory, I put one in during my rebuild, and swiftly took it out again. It is there to damp the vac signal to the ECU, why I do not know.

It is supposed to be a damper but I have never seen any evidence that it makes much difference.
I suggest that you leave the pipework as it is and don’t worry about it.
