Unhappy Damper pully

Damper pully, harmonic ballance, the one behind the crank pully the outer ring turns freely,what does it do has a PDC sensor on it but it can't have anything to do with timeing it turns by hand. I turned it, it's conected by belt to the alt. Do I need to put it back where it was if so what marks do I go by. I just need to know before I try to start. To the best of my knowledge the outer ring should be firmly attached to
the inner. That's the way it is on most engines. You may have a problem.
Other will come along

What year is your car?
If it is V12 with marelli ignition, the timing is controlled by the 3 finger set up attached to the rear of the hub. That is solidly attached to the hub in such a way that delamination will not affect the timing. You most likely will have reduced charge rate from your alternator though.
