Unhappy Damper pully

Damper pully, harmonic ballance, the one behind the crank pully the outer ring turns freely, what does it do has a PDC sensor on it but it can't have anything to do with timeing it turns by hand. I turned it, it's conected by belt to the alt. Do I need to put it back where it was if so what marks do I go by. I just need to know before I try to start. Please help answer here or e-mail at arthurbennett1@msn.com
Thank you Art

To the best of my knowledge the outer ring should be firmly attached to
the inner. That's the way it is on most engines. You may have a problem.
Other will come along

What year is your car?
If it is V12 with marelli ignition, the timing is controlled by the 3 finger set up attached to the rear of the hub. That is solidly attached to the hub in such a way that delamination will not affect the timing. You most likely will have reduced charge rate from your alternator though.
