Default Floor pan query

Hi all, in the course of repairing my floorpans I have come across what appears to be some sort of stiffening plate.to the rear of the car(convertible) on the passenger side is a small plate that comes from the sill held on with 3 bolts.if you look inside the car it is just up from where the seatbelt bolts in. Is this something to do with the seatbelt or is it something to do with the rear jacking point, mine of which is missing. Many thanks for any help

It is the base plate of the seat belt... Very important to keep that looking and working well. No rust should be in that area...

Thanks I'm going to have to make a new one. I thought it was that type of thing. Do the three bolts just bolt it to the floor pan? Not to the seat belt?
