I am not hearing the the initial fuel pump 'whirr' when I turn the key to 'On'. I am guessing the relay may be bad. Which one is it?

I haven't been able to get the car started without starting fluid this past few days and it doesn't stay on so this is what leads me to the fuel pump relay.

The actual fuel pump is only a couple years old and I replaced and cleaned the entire system. The car has more than 1/4 tank of gas.

Of the 2 relays in the boot, RH side, behind the vertical trim, the relay in the BLACK socket is the Fuel Pump Relay.
