HELP! Appears that both the block heater and electric fan are stuck on.

It could be a bad relay, have you tried a new one? The only other thing in the circuit is the thermal switch, which is facing the electric fan on the engine, fairly low and has 2 wires on it. It looks like a brass plug. That is what trips the relay to turn on the fan.
Thank you Jagboi64. I will check the switch. The relay appears to be working properly as the fan shuts off when I pull it out and I can feel and hear it operate when pulling and returning. I was afraid there was something more "techy" holding it on.
What I meant was if the relay has failed in the òn position, pulling the relay from the socket won`t determine if the relay is good or not. The thermal switch is supposed to close at 85C, so if the temperature is below that it should be open circuit.An ohm meter across the terminals should show infinite resistance below 85C.
