Default Help steering wheel!!

So was trying to figure out what was causing scratchy sound in my steering column. Took off wheel, these two split washers and rubber stopper thing. Sound is coming from behind that (clock spring?)..

Anyways still trying to keep this a DIY job but two questions

Where were those split washers supposed to go again?

How the hell do you get the steering wheel back on???

Which car, which model, which year, please? (good idea to add this to your signature). Ff yours is like the diagram below, then the two half washer pieces are a split cone, the purpose of which is to give a location to the wheel when the centre nut is tightened up.
