i adjust idle speed with the throttle plate screws, just like you would do with a lawn mower , or motorcycle.
its a balance of both sides , just fiddle around with them till you get satisfied, i adjust to around 850/900 because i have race cams CRANE , and use a vacuum pump for brakes etc.
