Yup.

I've never researched it but a month's pay says that only a very small fraction of accidents have anything to do with faulty equipment

An annual MOT for drivers might make a difference. Or maybe not. It's easy to fake common sense and attentiveness for an hour or so each year.

Got agree Doug, here in Qld we get a Safety Certificate (Road worthy) when you buy the car so you can transfer into to your name. Never have to do it again, but we do have roadside inspections run by the Transport & Main Roads Department.
NZ has 6 monthly "Warrant of Fitness" done. In a couple of recent trips there I have never seen so many **** boxes on a public road.

Obviously the system doesn't work as well as it should.

Oh, and here is the difference between a worn rotor and a good one.........MOT would pick that one.
Back in time when we had 1 income, 2 kids, 2 cars, some bikes and no money.
(That is the 01xjr)

my new rotors and calipers(Wilwood lite weight), really didnt need them, but they look so pretty, also work fantastic had to put in adjustable bias valve,(once set and forget it).

Here in the great land down under we have only one state that has annual MOT inspections, and guess what it also has the highest road toll per capita (per cars registered) of all the states.
