Missing relay? or Flasher?
Behind the instrument cluster on the 1982 (and 1984) XJS there are what appears to be a row of relays or flasher units, don't know which, that are color-coded. One is yellow, one is red. There may be more; I am not certain.
What I am certain of, is that on our 1982 car, the red one is missing. Gone! And, maybe not so coincidentally, the hazard flashers on the car don't work. Pressing the switch in just results in a solid ON for all the exterior lamps.
Is the red module possibly the hazard flasher? If not, what is it, and where is the hazard flasher module located?

Do the regular turn signals work? If so, you're not missing the flasher, as the signals and the 4-way hazards lights use the same flasher
Exercise the switch in-out 20 or 30 times rapidly and see if normal operate resumes.

Or, remove it and give the innards a good soaking with aerosol electrical contact cleaner
