Plastic Bit 3H-2

I found this piece of plastic lying on the floor of the car and cannot work out what it is.
Anyone know?
It ahs 3H-2 written on it.

Whats the other side look like?

Looks to me a lot like an adapter that would come in a windshield wiper box.
