Scratchy sound from steering wheel

Doesn't sound like power stealing. More like a scratchy rub from steering column. Is there an easy way to access and lube up? Could it be something more expensive?

On mine it was the airbag access slide on the rear of the steering wheel

What is that? Mine doesn't have air bags.

Ahh ok, not that then........The airbag wheel has a disarm slot under the wheel.
