Vents Blowing Warm Air When Set to Cold ?

Hi all…only 93 XJS 4.0 warm air is flowing out of vents when I have the temp dial set to cold (blue) in manual mode. Any ideas what might be going on ?

Oops…forgot to mention the fan is off so just free flowing air…thanks JB

Have you checked the VACUUM MANIFOLD for functionality?
If it's the manifold PM me for a replacement.
Then check the vacuum solenoids down the line.
