So the acc keeps the car cool but you just want a higher speed on the fan? Still don't get it!?:-)
Maybe open a window?;-)

Yep now explained he just wants the blower to blow at a higher speed than it automatically does, not necessarily colder

The sign of a good healthy HVAC system in a car is if the blower speed lowers as the set point temperature is met. So set your in car temp to either the highest to get max blower for heat or to the lowest temp. to get high cold blower speed. A simple concept. Unfortunately if your car is sealed and the AC is full of freon then your fan speed will slow down. To compensate just open your windows on a hot day.
