If you mean the chrome trim that surrounds the black plastic trim in the above photo, I use Meguiars Cleaner Wax, although any similar non-abrasive product will keep it looking like new. I think it's polished aluminum.
If yours is dull, then I suspect that a previous owner used an abrasive product that damaged the finish. You might be able to restore the shine with a quality aluminum polish.
The trim is metal rather than plastic. I use Autosol applied gently with a microfibre cloth and then buffed also with a microfibre.

On all my interior plastic trim, including the panel that you're looking at, I have been using ODK Interior Dressing which leaves an anti-static satin finish but I am about to try Meguair's Ultimate Interior Detailer which is also supposed to give a satin finish although some reviews described it more as more of a polished finish. Either way, the reviews were generally good so I'll give it a try.

One thought: I think it's dull, almost rough to the touch, by design to limit glare. Mine always looks like that even after a cleaning and I wouldn't opt for trying to shine it up.
Related, I got my car back the other day and they'd detailed the interior a bit-- I wish they hadn't, because the leather on the dash is now more glare-y than I prefer.
