Default Damp seatbelts

After a couple of heavy rainstorms I belted up in the car this morning and noticed that the seatbelt was little damp. This is the section that's reeled up, not the section that's lying on the seat back. I checked, and the passenger side is damp too. The rear carpets and rear seat are not damp; in fact nothing in the car feels damp apart from the belts.

So I'm thinking the issue may be the vertical seal between the front and rear window allowing water to run down into the rear window void, or the seals at the bottom front corner of the rear window. Just to make myself feel I'd done something, I applied rubber rejuvenator to the window seals but I know that won't help.

Any thoughts?

May I suggest the typical Surrey weather?
