Gas tank is removed. Tank sending unit has two wires plus a ground. I attach the sending unit correctly to the wires, turn on the ignition, move the float up and down, but the instrument panel gauge remains on empty. Touching the tank sending unit wires together also indicates empty on gauge. Suggestions solicited.

 

Get a wiring diagram for your car. It may work on a Wheatstone Bridge basis, but I'm just guessing here.
