The J2534 interface needs SDD. It cannot support IDS standalone.
Some SDD versions will default to Legacy IDS if the car will not support SDD.
There were some 'ECM Flash Reprogramming' for certain Service Actions and other noted faults but as far as I remember, there was no option to change market configuration.
Reconfiguration was rare.

The main difference might be that the North American ECM has NO key transponder immobilization provision.(the keys are not RFID 'chipped')
The RFID keys started in MY 1998 for all Jaguars.
The other difference might be the O2 sensors? I don't know if ROW cars are different, maybe difference in emissions?

According to the documentation Motorcarman posted it isn't possible to flash the ECM using a Mongoose cable (thank god). Personally I think that is actually a very good thing, as I think trying to flash the ECM would be a very bad thing and only something to do as an absolute last resort on an already dead car.
Even if you were able to flash the ECU, if the US spec car doesn't physically have things the Euro spec cars have, what is the ECM going to do when it doesn't find them?
In short, I vote for this being a terrible idea.
In passing, I also note that the Mongoose cable was $569.06 15 years ago.

The US ECU is far more sensitive to high frequency metal noise than the EU map.
This often gives P0327/P0328 without real knocking.
