I believe the dash is vinyl. You would need to dye or paint it. Unless you want to recover with something else.

There was a manufacturing defect affecting some 2001 and late 2000 MY cars causing the lacquer to go 'milky'.

You could likely have it refinished, but I imagine that it will be more cost-effective to source a new set of panels from the 'Bay or similar.

Do you mean the vinyl FACIA (arrowed in red) or the laminated FACIA VENEER (arrowed in blue)?

Yes, the well-known '01 m.y. milky wood defect, which affected all models. Was covered under warranty by Jaguar but I doubt they went to much trouble informing owners of this since it wasn't a safety issue.
