Looking at the electrickery diagram, it's the BPM that gets the signal from the column stalk and flashes the headlamps. It also sends 'main beam flash on' and 'main beam flash off' messages to the SLCM.
I suspect it's the SLCM that counts and times these messages, and then sends the 'security audible indication' back to the BPM to cause the beep when it's armed ready for programming.
So, it's really the SLCM that does the sensing.
