Default Fuel trims stuck at 19.5 on idle?

If I do a hard reset then start the vehicle and let it idle my LTFT's start at 0, my STFT's spike to 25, my LTFT's raise simultaneously to 19.5 then stop, my STFT's drop as soon as the LTFT's reach 19.5. No matter how long I drive my LTFT's seem to stay at 19.5 when I'm idling. Is this normal?

anything that stays over 10 is going to set a code, the STFT is reacting normally, but the LTFT should be much lower. Any codes in the system? Notice any stumbling?

Is the LTFT lower when driving? If so you probably have a vacuum leak, which gets washed out when the amount of air being ingested is higher.

First thought is the accordion bit of the intake tube right after the air box. They tend to fatigue from engine heat and crack on the underside.
