The switch in the steering wheel pad signals the BPM (Body Processor Module) to sound the horns. The BPM earths (grounds) the horn relay coil closing the contacts and sounding the horns.
As your horns activate from the relay, suspect the pad switch, harness or connections at the steering wheel.

thanks for the reply. I was going to check the horn relay , but when I started to pull it out the top started coming off and the relay made contact and the horns went off. so , I know there is power to the relay and the problem is between there and the steering wheel. I replaced the relay but no change.
