Or you can buy an OE disc on eBay ~ $50. HOWEVER, the VCM required between your computer and the car will set you back $1k (on eBay - if it works) or better. Dealer techs can sometimes buy them around half price. Retail, I believe, is around $2600++.

Is this the level that lets you go in and fiddle with fueling, timing, shift characteristics, etc?

No. OEMs are never going to allow anyone to alter their look-up tables. After all the trouble and expense they go through to meet various government standards they're not about to set themselves up for lawsuits and fines. The ability to alter those files comes from the aftermarket, if available.
