Paint quality problem

Paint quality problem
I have short 1/4"-1/2" scratches all over the front of my car, thought it was damage from rocks or something and insurance estimator said it was cracks caused by a poor finish. He said he has heard that Jags had paint issues, is this true or are they trying to get out of fixing my car?
scratches are only on hood, bumper and both fenders.

If its on the bumper only, more than likely it was repainted previously, and the paint used did not contain the proper additives to allow it to expand with change in temperature along with the bumper, causing the cracks you now see.
The original paint on modern jags (including your 01) are very good.

More than Likely your hood, fenders, and bumper was repainted at one time. There are a lot of reasons why the paint may have failed. It could be improper mix, preparation, compatibility of the paints used, and a lot of other reasons. Post a picture if you can. A note we would always use a flex agent in painting the plastic bumpers. Although a friend who was the Dupont regional salesman claims that the new urethanes are durable and flexable enough not to need the flex agent.
