Power steering drags down idle

Power steering drags down idle
Hello all,
When I turn my wheel a degree or two I can hear the idle drop a little. By degree or two I mean barely moving the tires. The tachometer does not show any reduction in idle, but I can still hear that it has bogged down a little.
I have checked the fluid level in the power steering reservoir and it is, and always has been full. It may be 5-10 year old fluid however. A coworker told me to check the serp-belt tension but to my knowledge it is not adjustable.
Any advice?
