Remove under body cross brace on convertible

Remove under body cross brace on convertible
I noticed one of the front bolts that fasten the under body cross brace on my 2000 XKR convertible was loose, so tried to tighten the bolt and it just spun - would not tighten. Appears the nut the bolt winds into is not anchored.
I'm not sure if that nut is supposed to be welded to the chassis or if there is some way to get to it to hold it while I tighten the bolt. It looks like the nut is directly under the radiator - will I have to remove the radiator to get to this nut? Or is there another way to get to the bolt.
Thanks for any ideas you may have

Welcome to my world of hurt!
This is what is on the inside of the box section. I tried to drill out my bolt which had sheared and the captive nut broke free.
You will need to cut out a part of the box section.
Make up some captive nuts.
Then fully weld them in place (these are just tacked).
