My mechanic told me that I need new upper control arms because the ball joints are bad. Does anyone know where to get the best price on upper control arm? PLMK.

Are you aware that the ball joints in the upper arms can be changed? Replacement ball joints are available cheaply from most Jag suppliers.
The edge of the ball joint flange needs to be trimmed off, then it can be pushed out, a press is easier if you have one.

Then a replacement is pushed back in. This is a 10 min job once the arm is off the car.

+1 on Racediagnostis there will be a $300 to $500 drop in price with replacement of just ball joint.

Harbor Freight has their 20 ton press on sale for $160. Then you will be able to replace the lower ball joints and the bushings and wheel bearing, too.
It will pay for itself in the first 5 minutes. Sell it on Craigslist for $100 the next weekend if you don't have room for it.
My balljoints just laughed at the "C clamp" rent-a-tool and my car is a rust free southern car. Add NE rust and odds are good you buy Autozone a new C Clamp tool.
