THE DEPOSIT OF wipers, when full loses a little below the bumper, it is normal ...

 

I bet it has a small overflow from the tank. OR, your headlamp washer line is leaking. Check for operation of the headlamp washers, make sure both spray equally.

I have the same little problem. When the little blue filler tank is full, I have a leak under the front of the car, however, when the blue filler tank is empty the leak stops...but I still have plenty of washer fluid in the actual reservoir. There is apparently a leak at the connection of the little filler tank to the big reservoir (per my expert). Nothing earth-shattering or safety related so it will be fixed when it's not so hot in the garage and working under the hood is more comfortable.

On another note, my headlight washer on the driver's side shoots high into the air and slightly to the left (as you are sitting behind the wheel). It's great for wetting down cars that don't behave in the lane next to you.

 

I'm confused, if you are not overflowing, I thought normal
