With the recent cold weather Dennis, it could be that whatever medium you are using has gunged up slightly, especially if you have mixed fluids.
I would take out the washer bottle, thoroughly clean it including the pipes, refill with the correct washer fluid and try again.

Also to check for blocked 'duck bill' washer jets, disconnect the feed pipe from the black plastic jet assembly (arrowed in red).
If the washer fluid flow is good from the end of the disconnected feed pipe, the jet assembly block or three silicone rubber 'duck bills' will be blocked. An aerosol of compressed air sold for computer cleaning is a useful aid to blowing these clear.

once the water starts the flow is very good but its as if its all gone back down to the bottle and you have to wait fior the system to refill the pipes..thats why I thought the back flow valve was letting water go back
just a thought

If there's good flow once it get's going then the fluid is very likely draining back into the reservoir.
Screenwash bottles on older British cars had a combined filter/non-return valve on the end of the suction pipe in the reservoir but there's nothing like that listed in the Parts Catalogue so the non-return valve must be within the washer pump.
