Using a small Screwdriver to ease the Rubber Grommet into the hole
The tape was there to protect the Paint in case the Screwdriver slipped

Home made Rad Hose Wrangler to Twist the Bottom Hose to break the Seal, which works on the 'Dutch Windlass' principle, or you could do it properly and use an Oil Filter Strap removal Wrench.
