Anybody that sells Jaguar parts can get one for you. When I bought mine, I got it from Jaguar Parts Center (http://www.jaguarpartscenter.com/) for $345 including shipping.

The ACM comes with an old version of the Dension firmware, customized for Jaguar to assure compatibility with the steering wheel controls.

Note that I've seen or received a few dissenting opinions about the value of this firmware upgrade. But I've seen/received more positive comments about upgrading than negative ones. Bottom line is that it's a matter of personal preference.
Try it. You can always switch it back.

If you're asking about the ACM firmware - no, you can do it yourself.
If you're asking about enabling the CD-changer functionality that the ACM depends upon, then "maybe." My 2004 X-Type did not need any dealer ECU programming, and I've read a few private messages and public posts stating the same, but that's no guarantee that your ECU won't.
