Default Fixing Rust Specks

I have several of these small spots of rust on my vehicle. I purchased OEM touch up paint and clearcoat. I was wondering what the best way to go about this is? I don't want to start sanding anything to not damage the surrounding. Also, I don't want to just cover up the rust so it won't grow metastasize underneath.

Hi AJ16er.
As you can see those paint markers don't do much for anything bigger then a 1:24 scale model car.
Those are for "touching up" after painting a clean, bright surface.
Here is a recommended procedure, which you might want to get some additional help with:
