WTH...? V8 model obviously,contraption is hooked to the exhaust,spoiler can't fully open...you got me!

Where did you see that? It looks like CA. It's clearly some sort of testing apparatus, aimed at measuring either emissions or noise.

I think it's a bike rack that mounts to the exhaust.

In all seriousness, it could be an aftermarket parts manufacturer collecting data to secure CARB approval for their product.

Jaguar of NA is in NJ, and that's probably a manufacturer's tag.

That looks like Highway 101 in the Bay Area, and I think see a sign for Highway 92 which runs through the coastal range between SF Bay and Half Moon Bay on the Pacific Ocean.

It's almost certainly some sort of CARB certification test.

I agree, Foosh. It is probably measuring how much gas is spit into the exhaust to cause those sputters , crackles and other wonderful sounds.
