Before I spend time looking up parts in the dealer catalogue, anyone know what this is?
Looks a bit rotten.degraded.

Looks like the sleeve that goes around the base of coil springs on the strut.

That's what it looked like to me, too. But I wasn't sure if sleeves like that were originally fitted.

If that's what it is, can't I just zip-tie a bit of inner tube to the bottom of the coil? <---kidding

Spring sleeves for sure, if you’re not hearing any spring binding clunk then you don’t have to address it.

Looked up the rear suspension on Harper Jaguar:

Upper Spring Insulator - Jaguar (T2R4357)

There is no insulator on the bottom...need to squeeze in and look UP.

Rock Auto couldn't help me...

As already noted, that's from the top of the spring. To replace it I don't know of any way other than removing the strut assembly, but if you haven't noticed any extra clunking then it's safe to ignore it. Earlier cars didn't have it, but they were added later to address some complaints.

There is something similar available:

Confirmed, its the upper spring insulator on the rear coil.

The left side is there, saw a bit of that yellowish color. .. NONE on the right side.

No issues, so will just make myself a note to spray lithium grease up there on future oil changes.

Actually, that will be Plan B... I am a LOT more conscientious than that

So I ordered some of these spring silencers from Amazon, and they came in today. They appear to be correct in diameter and very close in curvature.

Amazon Amazon

I am going to bind the springs in compression with multiple large zip-ties (doesn't look as if my spring compressor fits up there), then raise the body. (Helps to have a 4-post lift)
We'll see if I can actually install the coil spring isolators.

Stay Tuned!
