Thats the UV coating deteriorating. You'd have polish and reapply a UV coating. Any headlight restoration kit should be able to handle this. This can can happen to any car.
I'll run that with a headlight lens restorer kit. Lots of brands to choose from here in the states. You should see a local brand there in Germany. I recently did mine on my Land Rover. The outcome has been great.

Many threads on this topic in this forum. My 2017, built late 2016 suffered from the microcracking, as well as this spotting. I have jeweler's rouge-type polish (Novus) as well as the headlight polishing kit and neither one helped. In the forums, it was explained that it's not a surface issue, that the damage goes all the way through.
I complained loudly to my dealer, once I found out that I was still covered under a TSB, for replacement headlights. That has now expired, but I did get new headlights. You can also search to see what other owners have as suggestions for headlight LENS replacements. It involves heating the headlight to loosen the lens. You also can attempt to find a used one, but anything this old will probably also have the microcracking and clouding, unless the car was fairly new when parted out.
Just kinda disappointed in this otherwise LOVED car... no NAV update for my form factor (USB), TCU-based InControl Remote and Protect shut down.
and just a reminder... verify the JLR EXTENDED warranty on your O2 sensors before you think you have to pay for them. IIRC it's 15 years.
