Passenger Airbag Warning Light

Default Passenger Airbag Warning Light

Is the passenger airbag warning light supposed to be on all the time with no one/nothing in the passenger seat?
The owners manual has a table that I interpret as it should be off, but like other things in the manual, it can be interpreted 2 ways.
The warning light is by the rear-view mirror.

Mine is on when no passenger is seated.

Why would anyone designing these things think it's important to warn me that the passenger airbag is off when there is no passenger in the passenger seat?
I marvel at the stupidity sometimes then think there must be a lawyer involved in there somewhere, that's the only explanation.
But there's always black tape to cover over the useless warning sign.

Light is on tell /warn that the passenger airbag is INACTIVE in event of a crash. SO only a problem if still illuminated when you have a passenger
