I'm not an expert or a local but have been more than a few times so I'll share my thoughts here. I believe it's 35 for the majority of it. We asked one of the troopers one year and he said if you're under 50 in the 35, and on your side of the road, he doesn't care. IF you're on the mustard regardless of speed, you are getting a ticket. Stay in your lane, don't drive like a bonehead and you're fine. I will not incriminate myself on here but there may or may not have been times where drivers have gone above.
To your question about the conga line, it is all in the luck of the draw. Which is why we do multiple runs. It's never been a conga line the whole way, but there was one time I was stuck behind idiots who thought they had to stop for every photographer in every corner. I still hope all their photos came out pure garbage, the big dunces. But the return run was probably one of my favorites - wide open the entire way. If you are going by yourself and behind some dodo doesn't know what a pull off is, just stop. Pull over, stretch, and let the traffic go by. In about 2 mins it will clear then wait as long as possible to pull back out (meaning, as you see more cars coming in the distance). You'll most likely get a very clean run that way. Can't be done in a group but we've had good luck this way on singles or doubles. That said, use the pull-offs yourself. If there's someone behind you, let them by. Saturdays can get busy but, for the most part, they aren't horrible. At least from what we've experienced. During the week is a great time to go. On weekends, it clears out about 3:00. Last year I did 3 runs on Friday afternoon and it was just me and a buddy. Saturday morning, we hit the road before breakfast, while it was still cool and the roads were empty. I think we saw maybe 6 cars total both up and down. This is going to sound odd but I'd almost recommend a first time run during a busy time. There's a lot to see. If you are hung up due to traffic or a slow poke, it lets you get the feel of the road.
If you are going later in the year, post-season, check for road closures - they are due to resurface, and I don't remember when that is scheduled. You can find it online I'm sure.
